      Unpopular opinion: I actually think she knows exactly what it means. She keeps saying that they are not real police officers and it’s a citizens arrest. I think she thinks they’re just normal people on the street dressed up as police officers illegally arresting her. She is clearly mentally suffering though and sick.

    Hearing the way she speaks and what she's saying reminds me a lot of my dad's schizophrenic episodes. He would show up at my house, frantically knocking and saying that there were following him, sometimes he would say that he had millions stashed in the mountains, other times he said that a private jet was waiting for us at the airport. Unfortunately a lot of these people don't want to take their meds despite their family's best efforts. My heart goes out to people like Rhonda and their families. It's tough to see a loved one like that.

      I'm not sure about the mental aspect, but you could be right. Imagine having that combined with being an alcoholic? I understand what your family went through. We had an Uncle who had issues too. I used to be nervous as a child when he had his episodes. It was quite frightening because we were never told about the mental aspect.

    Paranoid Schizophrenia/Schizo-Effective Disorder is a plague I wouldn’t wish on my worst enemy. This isn’t just being drunk and a judge putting this person on an alcohol restriction and tossing them back on the street with a bond is just blatantly missing the actual issue, she needs a psych-eval and some thorough help.

      I'm sure, based on the beginning of this video mentioning how the police know and are quite familiar with Rhonda, that that's been done before. Just based on her behavior from the beginning, I'm sure psychiatric evaluations and / or care has been done. She's no kid and she acts like this? I'm sure it's not a new trait for her.

    And this is why people need to tell their legislators to STOP cutting mental health funding. Instead of more jails being built, more inpatient facilities need built. She’s not jumping bail on purpose; she literally doesn’t remember to go to hearings because of her psychosis.

      The hospitals don’t have the staff to deal with that and they’ve closed down most of the mental hospitals. That’s why jails are filled with the mentally ill. It’s horrible. I wonder if she even has a home.

Seems like in the beginning she thinks she's a victim of "gang stalking" which is a pretty common hallucination that's distinct to said psychotic disorders. And of course the fact she's drunk is likely increasing the intensity of her symptoms by multiple factors, which means she's likely and alcoholic, which explains why she's a repeat offender especially in a small town. Unfortunately not a lot of people think about why they got hooked on those addictions in the first place. But yes, you don't owe them compassion and it is very taxing to deal with.       I totally agree, I thought they were just going to whip out the same old black strap to tie her legs together but nope. Never seen this before but it has to be so much easier, less painful and safer for everyone involved. Kind of like a restraining bed in a bag, absolutely genius.
      Though it saddens me that they didn't take her to some kind of emergency mental ward instead of jail... the laws are so different in the US compared to Sweden (example as I do live in Sweden myself and have been taken into custody by the police because of mental health issues), it baffles me.
      The amount of patience though, wow!

      @@jimchesnutt7879 yeah they used to put cuffs on the ankles and then a loop between those and the handcuffs and they were pretty much done. But they could still hurt themselves. I guess that's why they came up with this system plus it has hand grips to carry the arrestee.

      Possible, but she might just be under the influence. If there's a restriction for her to not use drugs or alcohol she's probably out of jail on bond or on probation for a drug/alcohol related offense. Mental health might play into it, but my brother is a paranoid schizophrenic with bipolar and the way he acts when his illness is having a severe effect on his mental health is not the same as this woman. He also used to be an addict. You can tell the difference after a while, and this behavior more closely matches his when he was high on something, not suffering from psychosis/mania.
      Edit to clarify that this is more like how he acted on something like meth than alcohol, though sometimes both.

    I usually get a bang out of these videos but this one saddened me deeply. It seemed that anything she was saying, she truly believed to be true. Perhaps, alcohol exacerbated her condition or maybe she was hammered already and they served her anyway. I don't know, but this doesn't seem like she's only drunk and obnoxious.     This is the first I've seen of the 100% restraints, and it makes perfect sense because if a detainee gets injured in the course of their hysterical resistance there would be unfair repercussions for these oh so patient police officers. Quite frankly, for an observer of this insane misbehavior in this instance, there was something quite gratifying to see a very humane not to mention effective method of getting things under control without cruelty or possible injury to the miscreant. I experienced great relief when this incident was all over.

    This is the second time I’ve seen this wrap used. It’s amazing how strong someone is when they are drunk and fighting you. My husband had dementia and once he got something his head even though it was crazy you couldn’t convince him he was wrong. It was exhausting having to deal with it

      Fewer officers can handle a person like this, but they have to use more force. Using multiple officers is actually safer for both the officers and the offender.

    Officers like this need to be studied to understand how they are able to handle situations like this & keep their stress levels low. He should also give classes at the police academy. ❤ I am amazed at their level of control & patience.

      This is literally how police are trained. Some just dont take the training seriously or at all. But this is standard and what happens with most police interactions. They're usually really chill.

      Its a Wisconsin police officer thing. I live in Wisconsin and most code blue cam videos are based in Wisconsin. Never once have I met a bad police officer in Wisconsin.

    Officers did an amazing job. Their compassion towards her and calmness was damn near heroic. Thank you, officers!

      Did they though? She’s clearly going through a mental episode. They’re going out of their way to arrest her or put charges on her. She needs medical help. People in this condition can’t really be held accountable for their actions. She should be in an institution, not in jail.

      I spent years in inpatient mental health, and these officers are doing it right. I've been saying for many years that cops would do well to learn from our crowd about managing mentally ill people, and I'd say these cops got that memo.

    I watch a lot of these types of videos, and this one hit me differently than many of the others. I genuinely feel for this lady. She's clearly ill and in need of help. I dont have the answer, but we need to do better when it comes to protecting mentally ill individuals. She's not a criminal... she is delusional.

      Well said! Most of these clips are of entitled, rude, and immature people choosing to have no regard for themselves or others. This woman is different. She needs legitimate help. It’s heart breaking that she isn’t getting the care she desperately needs. I truly hope her circumstances change. Sadly she has and will most likely stay a victim of a broken system where the treatment she needs is overlooked and ignored. So sad.
      Kudos to these officers for doing their best to take her in safely.

Regardless of previous cases or current charges, I hope she gets the help she needs. Thank you for bringing us this video! Hi, for one, would love to read her autobiography.
