Один собрал из всяких абсолютно разных частей эту приблуду и выкинул, другой нашел и подумал что это какая-то нужная вещь и решил что её обязательно надо наполировать как кот яйца, а через тысячу лет её найдут и будут ломать голову что это такое вообще. I think this is a misplaced or mis named tool or old cane handle. If it is a knife ,it could serve no real purpose to me now or 100 years ago. Lots of time work for a product yet to be of value.
I think this is a caulking iron - used to push material into a gap in-between the planks of a boat's hull to make it watertight. The blade is certainly for pushing something into a gap, rather than for cutting. Another possibility is that it is a putty knife, for pushing putty in-between a pane of glass and a window-frame.

My first thought was a tool for scribing leather or copper, which then made me think of lead, since I used to sell lead snowguards for lead church roofs. Did some googling and the profile of this knife looks a lot like a "Lead Knife" from "Pangur Glass Craft" in Ireland. I think you're right about the window caulk, but its for lead in stained glass windows rather than caulk or putty.
