I think you got about a 50/50 chance of getting it with whitewalls off the dealer floor, based upon my personal (completely unscientific) poll. I lost out on that proposition, so immediately had whitewalls put on. Next week the dealer got another one in, and it had whitewalls ☹️

If I had the money I would not hesitate to buying that Hydra Glide. It does as you say need the lower tripple tree and lowers in chrome and white walls. Alas I will never have that kinda money.
