It's a capacitance effect. Already the area under the OH wire got charged. Due to moisture content the Since that poor girl moved into that charged area, the charges got discharged through her. Similarly this happened to her friends.
My friend was affected by another scenario; he wore the chain at the time in his neck and worked near an HV line; he was attracted by the electric line and suffered severe injuries to his neck and body; by God's grace, he survived the incident and is now living a happy life. When I asked him how this happened, he said he never went near an HV line but it attracted his chain.

Capacitor வழியாக AC மட்டுமே செல்லும். Capacitor blocks DC. அதுனால இந்த இடத்தில் இது பொருந்தும். கேஸ் லைட்டரில் காயில் இல்லை. மாறாக அதில் piezoelectric crystal என்பது பயன்படுத்த படுகிறது. Piezoelectric crystal ஐ வேகமாக அடித்தால் உயர் அழுத்த மின்சாரம் உருவாகும். லைட்டர் பட்டனை அழுத்தும் பொழுது இது தான் நடக்கிறது

All the transmission line are taking care by providing proper insulators with more than enough leakage path & the insulators vary with the environment- eg. Fog insulators +etc.
