I would recommend 2.5" drives for Home-Servers because of much lower noise pollution. ;-) But if you turn it off you save the most power and power it on only if you need it!
Even better if their SSDs! Don't hear a thing!

Do NOT use Rocky Linux, that team is literally the cause of the RHEL source code issues last year.
