As far as I am aware, Neil has never attempted to explain the lyrics, other than that the song has a spiritual focus and was influenced by gospel music. It was his follow-up to "Sweet Caroline" and he said it was his own personal favourite of his songs up to that date. I guess the song will mean different things to different people.
Neil was inspired by Elvis into trying his shot at Gospel High chords of Hymns, but he wasn't really going to go too gospel-y, so he swung the song into a semi-biblical Psalm or Song of Love not praise toward God... but to what holy it causes on Man the Love for a Woman. Quite along the biblical verses of lovers, but not going so erotic explicit, more into the Spiritual elevation it causes by its own Nirvana. The song is quite a prism because the chorus, however being supported by a real Choral Church Hymn style, has deep Western epic strings as base and strokes between both that are light and soft almost waltzy, and a joyous cheering dangling to it almost Christmas carol caressing. Quite a rare bird in its unique sophistication, however seemly lineal and simpler. It's not.
