I have 9/13/14 shadow dragonair..... should i go for high rank or this one is fine ?????

If you want to play it right now and it's tmd, I think it's fine. To be sure you can compare your dragonair with an optimal on in pvpoke under the matrix tab. But for shadows I wouldn't stress too much about ivs if that's your only alternative!

I play shadow Dragonite with only 3 attack IV's, in the lead Dnite will dragonbreath down a high attack Dragonair, live on 1 hp with a charge move loaded, while a high rank (low attack IV) Dragonair would live on 1hp and knock out the Dragonite
