I assume you have not read the owners manual about the correct starting procedure, These XLs before you kick it you fully open and close the throttle a couple of times. This squirts a small amount of fuel into the intake manifold. When the carb is off you can see a tiny hole in the body of the carb that is the passage for the fuel. check it's clear by blasting carb cleaner or compressed air through it, Honda introduced this at the time they removed the decompression valve. Some bikes have both. The early XLR -E's had both for a while. When you get the procedure right they're real easy starters. .
When the choke is on there is no air getting into the engine. Only use the choke to start when cold, not to drive around after it's warmed up. If you can't idle without the choke then there is a good chance it's the pilot jet being clogged. Before you can properly adjust the fuel screw you need to clean out the carb and repair that pipe.
ive gotthe same year . give that air cleaner a good cleanout , new spark plug . an iridium type runs well and if you take the carb off cleanit out clean all the main jet holes properly . and replace the diaphram rubber on the side of the carb, this helps with consistant idle. it should run alot better when that exhaust is fixed.
So Mind Of Matter, Did you end up keeping or selling the great Honda XL250S? Just so you're in the picture, this bike was Hondas first 1cylinder four stroke and four valve enduro bike and it was actually the very first worldwide . Until then the Enduros were mainly 2 stroke. Honda set off an entire Enduro revolution as Yamaha and Suzuki only after its success also started building four stroke Enduros. So before selling it just bare this in mind. It's a true Enduro Icon

Bought a new one in 1980...awesome wheelie machine...with an odd 23 inch front wheel,that was wierd honda,stick with 21s ,might be to lean with broken exhaust
Thanks man. Funny you say that, I've worked on it more just this week. The exhaust is better now but still leaks. Runs a little better. New video coming soon once I figure out the sticky throttle, I think it might be the throttle plate
Your number one issue is bad fuel! Get rid of the gas if older than 6 month! Always close the fuel at the end and make sure you have a dry carburetor if you like to store it ( Old bad fuel cloggs carborator)

Is yours loud AF with basically being straight headers? I have a project bike with the back end of the exhaust was chopped off and it is loud and sounds pretty trash

Thanks for your thoughts and advice. You may very well be right. At higher RPMs it cuts out but we write it all the time as is
You should sort out the exhaust,exhaust back pressure or the lack of it affects fueling.

clogged pilot jet will cause the low idle issues, carefully remove the jet make sure all the little holes are clear.
