Harder than it sounds, I assume he's not playing with the trade difficulty on easy, so it's not like he can just finesse the AI for nothing. Gotta give something to get something, and the A's frankly don't have a lot of quality pieces to give.

Great series so far. This has come up a few times - I think you can actually pay draft picks over slot if you have the budget for it, but the budgets you get automatically from John Fisher won't cover slot for all your picks. You're able to change Scouting/Development/Draft budget before the season actually starts. I was able to pay way over slot for my first round pick on an A's save (Konnor Griffin hilariously), but this of course meant I had to take some guys way under slot later on to balance.

And if this is getting frustrating, try a slightly better fringe team (Reds, M’s, Blue Jays) and see if it’s more of starting so deep in the hole or if it’s a (foolish) fundamental problem.
Limit it to 3 trades with substantial MLB service time and 3 that are just prospect trades (6 total) and I could see Foolish getting to 80 wins in the next 3 seasons. Without that he may never get there, probably wins 73-75 this season if his pitching depth doesn't get ruined by injuries again (it probably will with his luck)

I think the problem you’re running into is you’re not leaning into an overall philosophy. You should be looking for extreme players and get coaching to build them up. If you have a few heavy hr hitters who strike out a bunch you should lean into that as a philosophy and hire coaches that accentuate that. If you want an all defense team then target the most extreme guys in trades. As a low budget team where payroll isn’t expanding you should just keep your salaries low and max out player dev/scouting until you start winning. You can take higher ceiling lower floor guys in the draft and expect them to outperform because there’s good coaching and dev going on.
You tried to keep "original Athetics" players and put a limit on the amount of trades for yourself. You put limits on the most limited teams already in the game. You basically made it to where the only way to get better is through the draft. Of course the team is still bad 5 years later. You know what to do you just limited yourself too much with house rules. But to be fair tanking for picks isn't super fun to watch so it is what it is.
The A's are an extremely difficult challenge this year. I took them for seven years in one of my short saves before the patches came out, and I only finished above 500 one year. We were 86-76, but missed the playoffs on the day of the season on a tiebreaker.
I think this teams a little better than you think. Mears is starting to come around, Jazz might be the best bat you've had all save, and just the whole lineup has a bit more pop to it. Add in what should be good defense and a good bullpen I could see 75-85 wins.
What is the purpose of the limit on trades? Is it to prevent drastic turnover or limit the advantage of fleesing AI? I've found that AI in OOTP 25 to be greatly improved.
Is there a reason to always try and platoon at like every position? Feel like one better player who can play every day at some of those positions might be more worth it
As others have said, increase the limit on your trades. I think you should go after more/better players in FA too, not superstars but you should be allowed to sign at least one guy who you want for a middling contract when FA starts
Do you also limit yourself on the number of players that you can avoid arbitration with? Otherwise, it makes no sense to go to arbitration with anyone unless they refuse to talk with you.
I actually like the lineup. One thing I’d look for is to get a lefty reliever specialist. You can find them super cheap and they can be super effective

As others have said I think the restrictions you're putting on yourself are too much for a team in as shitty a situation as the A's. You gotta be willing to game the AI at least a little bit.
Limiting to 3 trades is killing you. Raise it to 6. Most teams trade a ton of depth and minor league players that buils their farm system.

Having watched one other series, this A’s team and system was really bereft of talent. Tough gig, made tougher by the trade limit.
