It Worked finally for me.
I had one problem with Source file not found and I couldn't fix it at the beginning.. the problem was that the iso file I installed has a different version than my Windows so I typed winver in RUN to find my windows version number then I googled it to find the iso file, but I didn't download the whole iso file, only the netfx3, I followed then your instructions and it did work.

It still works, finally got the Valve Texture File working for Windows 11 to edit textures for Half-Life, Portal, Counter-Strike, Left 4 Dead, Team Fortress and onwards. this I got ISO 22H2 is mounted to drive D: instead of E, but I was lucky I made sure there was no errors found and removed completely. Hopefully this will help modders in Windows 11.
