What I understand from this temporary ban is that it's mainly for those who are already there, completed their 5 years of student visa and applying for H1B. For the students planning to come, it will take them around 3-5 years to reach to the stage for applying for H1B and in 5 years, a lot of things change. So this decision is not gonna affect those who are yet to arrive to the US for Higher studies. Am I right with this understanding?
I agree that politically, the scenario may change soon on the ban and there may not be any such bans in the future. Although, the proposal of merit-based visa processing is going to be implemented soon as it was proposed by DHS as well in 2018 (link to article in video description) for all the future processings and that will affect the incoming students if they're planning to work in the US. Companies file for your H1 if you're in your last semester and have accepted their job offer, so that's just under 2 years from the date you join a university.
Consulates are still closed and there is no news on when it will be open to the public for US visa processing. I would suggest keeping your university informed of the situation so that they know that it's not in your control and plan on deferring your admit in case you cant visa on time to join for Fall 20.

Does FALL 21 master students going to get affected by this?
No impact of the ban but there will be a new process for H1B visa allocation by the time Fall 21 students become eligible for this.
