Sony Vegas Pro does this easily with built-in FX, why does Adobe Premiere still require the clunky process of multiple overlays?

Is that a rhetorical question? I don't know, I'm not a DP in Adobe. But If I had to guess, I'd say most of Adobe's program work and have worked from the start with layers and it's just their system. People accustomed to the interface. So why change it?

When you switch to 15 FPS in the adobe premier it complains that there is no preview preset for this editing mode and to install before creating a sequence, is there anything that needs to be done for this?
