You can dodge up to 25 attacks to see a unique line he says but then he just goes on until you get hit.

Can confirm. I used a jetpack mod for my second playthrough, and waited this attack out until about 100. Yup. It just goes on and on.

If you open the quick menu, you can use the inspect feature to see exactly how much health he has left.

If you use the tier 2 heat throw art you can hit him while he is in the air.

New game plus is just a few more lines of text added to the existing game. Defeating the blue avatar here would require to code a whole new section of the game basically, so its understandable that there is no way to win it

Use jetpack mode. Actually rly good for skiping some puzzles and expiriencing the story

if you have good equipment and a good level you can knock him out in a single hit with sergey hacks and he freaks out for a second saying "WHAT!" and then he'll realize about your insane damage output.
