Although that does introduce some prospects for lying about the board state, i think it would increase the "popularity contest" factor to an unacceptable degree. Unpopular players would simply not know what was going on on the other side of the board.
While that would be cool I reckon you just end up playing something else that relies on denial of boardstate information more explicitly; Advance Wars By Web, Civilization, etc
