BM is -ve at ends and +ve at center for continuous edges. So, the 9 cases given in IS 456:2000 Table-26 are for calculating the moments, after that we can identify where to provide the top bar and bottom bar. Provide top rebar for a negative moment and bottom rebar for a positive moment.
