Most modern revolvers are double action meaning the trigger moves the hammer as the trigger is being pulled. You can pull the hammer back yourself for a lighter trigger pull and a more accurate shot but it'll fire everytime you pull the trigger regardless about whether the hammers back or not. Unless he was on some wild west style mid life crisis I reckon its just mildly lazy writing.

When Sully saw the mess the Moroccan's had been left in that showed an even more dangerous group had entered the scene he knew it had to be dealt with quickly before the numbers started going out of his favor. The McGee family were no joke and had number back in Dublin that brought on serious future challenges the Summerhouse wouldn't want to have to deal with at all. When you have competition that doesn't care and will end you without hesitation to get to the top of the ranks there's only one option, eliminate the that competition to entirely try and halt a long term future problem, and too also send a message to anyone else out there who intends on doing the same. That message being don't come to our turf, don't play with out world because if you do this is the endgame. Yes this is how it works in real life if you cross the people running the town/community and they feel you're a threat to them and what they do. It was a perfect reflection of kill or be killed, hesitate and you die either way the choice will be made regardless.
