How is it that she's one of the only people in Conan's sketches that actually cracks up as they should?

Maybe she is just a good tour guide who knows to act the way tourist like. Or maybe she had some rum earlier. ;)
Conan's producers and writers deliberately edit these pieces to increase the awkwardness factor from the viewer's point-of-view. Everyone always comments on it, "OH WHY DO THEY TAKE THEMSELVES SOOOOOOOOOO SERIOUSLY!?!?"
Truth is, we don't know that. You're watching clips that have been compressed down from several hours of footage. For every video you've seen where someone sits around stonefaced while Conan acts like a jackass, there's a good chance that the way the others were behaving is exactly what they were coached to do by the crew behind the camera. It's an old comedy routine, but a fool needs a straightman in order to sell the gags. So, when all the footage hits the editor's floor at the studio, they carefully construct a narrative of a complete idiot acting like a complete idiot, doing complete idiot things, while the stranger trying to do their job stares blankly and becomes progressively more irritated. Why? IT'S FUNNY.
To assume that "nobody else has cracked up," though, would be incorrect. There was an artistic choice with this bit to include her laughing, but someone else in the same situation may have seen completely different sorts of edits to showcase different sorts of reactions. Maybe because she was so relatable and cute when she cracked up, I'm not sure.

Right well you can go on and on about how great the soviet union is but remember one side of berlin wall had lots of food and toilet paper in the stores and the other was given out once a week because there was none. Sounds fun. In fact i wonder who built alot of the soviet union infrastructure during ww2 oh right that was the US. I believe if the us/british did not intervene the nazi's would have secured the southern oil fields and it would have been game over for the soviets. Instead the united states built huge trains and supply routes for the soviets in exchange for cooporation. It was easy to target hitler because he discriminated and killed one group of people. As far as stalin cared he did not care about one specific group he caused the systematic killing of anyone and everyone possible. Its funny that you say people in russia love stalin when stalin did far more damage to his own people than any war in any history. Makes a lot of sense. Maybe it is stockholm's syndrome. Many stuff are just spontaneous. But I think this particular part was scripted. Notice at 4:23 when Conan asks "have we met?" he points his finger and on the next camera shot you can see that his hand moves and points again.

I am so sure the film crew gave her a huge tip. The realities of living there suck. She's cute, wearing clothes for the job, probably job provided, while living in, what the US would consider, extreme poverty. I've personally seen the extreme poverty in Central America. Panama, Honduras as a grunt, and even Nassau Bahama, as a tourist. Went for a walk, uphill, they call it, away from the tourist places, and into the tourist providers. Appalachia is Hollywood, in comparison. No, I've no answers, just recognition. Your great vacation, is science fiction to the people who live where you're going. Facts.

I guess its all relative, because even the worst parts of Miami are still more affluent than a lot of 3rd world cities.

She was great. Quick witted with her lines "yes, 8 hours ago" ... and "I have a doghouse". Found on my trip to Cuba that the people are genuine and down to earth.
Gretel had a legit character arc in this segment. Went from believing her job was to be very serious to realizing this whole thing was a joke and accepted it.
That girl was awesome. From what I've seen, Cubans seem like a very happy and friendly people.

Having worked for liquor distributors as a driver and later sales rep, I can tell you that she gets asked the same questions by EVERY tour group she gets. I'd pull up to meet a customer (liquor store manager) or to make a delivery with cases of wine and beer, and so many annoying older men would make some lame "dad joke" about how they wanted me to bring it to their house.
