Yes the entry is legal at all levels because there is no reap. There would only be a reap if their foot was on the opposite side of your body from the triangle
It works but you have two major issues. If you're wearing a Gi you are likely to be under IBJJF rules which effectively make leg attacks legal in theory but mostly ineffective because most leg control positions are illegal. The other issue is that the Gi makes it easier to defend against leg attacks because you can grip the sleeve of the person trying to leg lock you.
I don't think the saddle is reaping if your entire body is on the outside and you don't have the foot locked up in a spot like the straight ankle (i.e. about to turn to a kneebar or doing a backstep). If your body was on the inside of the leg that you wrap up or you're on the outside with the near side leg wrapped up, I think that would be reaping. The rule is lame as shit and super unclear.
If you read the IBJJF's Rules Book carefully, you'll see that the saddle does not fit the definition of reaping the knee, because your thigh is not under the leg that's in danger of being reaped. Problem is, that many IBJJF refs will still DQ you. I've asked different official IBJJF refs and some consider it reaping the knee, some don't. So bottom line is: Yes, it's legal, but you should'nt risk doing it.
It depends how you enter into the saddle. For example the first move I show here would be illegal as my leg crosses the knee line to enter. However the 2nd move I show would be legal (assuming you don't heel hook) its my other leg looping behind to get to that position.

The saddle is not reaping. If it was, then you would get DQ'd everytime you did a back step pass.
Question- do u worry about the estima lock on the foot blocking the hip?
When i leave my non hooking leg in the hip I get toe held all day. Firas zahabi discussed this concern in his reverse de la Riva lockdown video.
