The OBC NCL certificate was first issued in 1993. As a result of the introduction of this certificate, a portion of employment in the central government was designated for certificate holders. Students with a Non-Creamy Layer Certificate are also eligible for specific allocations at prestigious educational institutes like IIT, IIM, NIPER etc. The OBC NCL certificate is granted by the Tahsildar of the relevant State Government.

For your kind information brother when India got independence a bill was passed for the reservation of the lower caste peoples and tribals . But the bill was limited for just 10 years but when the bill was about to expire the tribals and lower caste peoples opposed to get higher benefit from the government. And after decades of decades it still existing , also the former PM of India Atal Bihari Vajpayee told that the preservation should need to mandate based on people's economy level not following by the caste or community and still the bill is renewing every after decades.
Family Income mein candidate ka parents ka income dene se chalega ya brother(unmarried central govt. employee) ka bhi dena parega?
