It's amazing how well Japanese people prepare for earthquakes on their computers, multiple softwares, even lights hooked up to the warning system.
Those are that are more invested to monitor earthquakes and stream them to people who don't know how to make setup like that, it's probably deliver more detailed data on earthquake then tv station will do, which minimize information. Plus this system can alert for a lot smaller earthquakes that less dangeres and can go unnoticed and won't trigger automatic alerts in tv stations (to not cause unnecessary panic).

What is the application called that is give you the countdown?
As I read somewhere, its name is The Last 10 Seconds. It's not free, though. But JQuake is an awesome alternative. It just lacks the countdown.

Is it common to earthquakes occur on non-tectonic activity areas? I remember a mag.4 earthquake happening here in Florianopolis,brazil (2018 was the earthquake)

There is system like that in works in California, if you search you can find videos of it working. But system just working in not enough, the key is to provide information channels to spread the alert, and this is something they didn't figure out yet, i also read that they seeking more investment for it.
Apparently they call it ShakeAlert right now.
I still want to know why Japan is the target for earthquakes. But those are some cool technology the've made for earthquakes
Japan is a part of a tectonic plate ring called the ring of fire, this area is very prone to earthquakes and have many volcanoes spotted around the area. The ring of fire includes other countries like, New Zealand, Peru, Chile, Mexico, west coast of the the US including Alaska, Japan, Philippines and Indonesia all these countries have frequent and strong earthquakes several times a year because they are located in an area of earth where the tectonic plates move under each other and over each other all this movement causes earthquakes and volcanic eruptions.

Even though earthquakes in Germany are rare... If the volcanoes in the Eifel erupt, I'm screwed
Every country have seismic detection infrastructure, the more seismic region there more investment for those. What Japanese did is connect all of the seismic station in to one network so live data is being receive and analyze very fast allowing to detect early stages of earthquake, calculate epicenter quick and predict it spread and trigger alerts thru internet before earthquake reach farther areas. The closer you are to epicenter the less effective system is, but it was build in mind that even seconds of warning can save lifes

its because they are on the Fault Line, Japan sits on or near the boundary of four tectonic plates. the Pacific, North American, Eurasian and Filipino plates. Making Earthquakes Very common
