Im not sure about power bank cause havent used one yet, for charging a gopro i personally use official gopro supercharger accessory. However its quite expebsive maybe if you can order it or buy at a discount its better. It works nicely with gopro dual charger. Some other people also charge with their phone chargers and use gopro cable not sure about this method though.
