It's like a perfect Storm....
Take the figure apart and add some lubrication for plastics into the joints.
The joints are on ball pegs: Neck, arms, diaphragm etc. Its easy to take apart and put back together.

That's a crazy dope looking figure (I'm digging the throne too). Check out Traxxas Silicon Oil. It is a liquid that loosens all those stiff joints. Easy to use and cheap. I got mines on Amazon

where can I find a new in box shao kahn that doesn't cost an arm and a leg
Maybe a comic shop or a con maybe online? It's going to be a challenge as it's no longer in production. So constantly look and you might get lucky. Keep in mind they are making a MK 9 version as well.
is there a version of this figure without the chair??? i saw it online
