Why FGMS instead of HOS? Also would you say this build is better than the milady build?

Personal preference really. HOS would be better for damage, but it also makes you more vulnerable (you take 30% more damage) and it necessitates some more points into Faith. No, on NG+7, the Milady build is better thanks to its higher DPS.
