YES! so glad you checked this mod out thank you I love it alot I like to think it's canon in some way because due to how in the Saint campaign there is a HUGE Scavenger presence it would kind of make sense if Elite Scavengers started appearing again it's like scavs are regaining the power they once had in a way.
