I would have thought, this would be best done by a bull dozer, then the finish work for the Grader !
D6 would of been perfect could of compacted it with the tracks then cut a smooth spot for your compaction test on to the next lift

Not the best assignment for a motor grader. If a grader is all you got I guess you work with it but this ain't the most productive route.
