I think the idea for 32 and 33 was to breed a bunch of nice people, do-gooders, that make lemonade like Bud said, to re-populate the surface and have it be like old world middle America where people didn't lock their doors and neighbors borrowed a cup of sugar if they needed it.
NCR was huge (Over 700,000 people compared to 34,000 in Shady Sands). This was just the remnant left in this area. Some parts of it must be left somewhere, especially to the north. Todd Howard confirmed they are still around.

So it looks like Moldaver was leading what was left of the New Califnoria Republic after Hank blew up their capitol city Shady Sands. I wonder if the Brotherhood of Steel finished them off for good in this battle. It's sad because the NCR were the closest thing to "the good guys" in the fallout world in my opinion.

Leaving whatever NCR presence in the Mojava and SS's area - if any weren't wiped out in the bomb or fallout - to go back to their raider roots or die to raiders.

Here's my thought. It may have been Vault-tec's plan to drop the bomb, but before they could get all of the research completed from those "test vaults", somebody else beat them to it. OR, it was Vault-tec's plan all along to drop the bombs just to get rid of ALL of their competition.

All the show confirms is vault tec was willing to drop them, not that they did. If they did it themselves, Barb would have had her daughter secured in a control vault first.
Also, the Pip-Boy could only be used with a live bio signature (think back to episode 4, when norm found out the last signal was 2 years ago). They needed her alive to get into the vault.
The ghoul in Moldavers camp was one of those Lucy released from the organ harvest mart, the one who said 'thankyou', that's why he said 'it's her'.

Lucy’s mom was a feral ghoul at that point because of the bomb that Hank dropped on Shady Sands. That’s how she’s still technically alive.

When you see Barb looking up to the shadowy figure, I'm guessing that was Vault-tec's president/CEO and that Barb is his executive assistant.
One theory I've seen is its Enclave.
Ghouls, among other things, can see in the dark.

Ahh I see. So was NCR just a remake of modern society? Or did they have a different way of doing things like some of the factions we see in the show?

A fusion core can power a building for centuries (or a suit of power armour for a while) but that’s it. The cold-fusion capsule can power EVERYTHING.

Yes, in the end, Rose Ghoul was used to "break" Hank, and when Lucy arrived, Lucy too..
