I find that you missed out on explaining the sort of threat that Palpatine felt that the Jedi Sentinels posed to him. Palpatine surmised that while the Jedi Guardians and Jedi Consulars had suffered heavy losses during the Clone Wars, the Sentinels were barely a non-entity having their members not being on the frontlines serving as Generals or Commanders of Clone battalions. Even after the events of Order 66, the Sentinels rank-and-file was largely left an intentional mystery to everyone else within the Order and only truly known to members of The Jedi Council, and due to the fact that Jedi Sentinels often spend years if not decades away from the Jedi Temple in communication silence; an immediate recall order would cause them to question why exactly they were being recalled with an automatic signal and resolve to simply remain at their nondescript post in local law enforcement surrounded by folks entirely unaware of his position as a member of the Order all this time, just fading into the background of other such Muggles. Palpatine once surmised that if only 10 Jedi were left alive after the events of Order 66: at least *5* of them would be Jedi Sentinels.
