You should build the highway through the town and have junctions coming off. Also maybe a one way system round some of the busier areas may help traffic because everyone has to go one way so they are not crossing over each other all the time.
You're forcing motorway traffic into a surface street, if you built a flyover and had on and off ramps the traffic would improve as you aren't forcing all of it through one roundabout
The secondary bridge straight connecting to a side street is most of the cause for traffic.

Joe your blocks are too long, people have to walk or drive very long just to go to their back neighbours. Cut it in half or just add walking pathway
