The range should start at several hundred dollars for a drain and clean, and then water can either be trucked in or refill with the hose in most areas. You should re-balance the water when the pool is refilled. Yes, there should be hydrostatic drains in the main drain of the pool - care should be taken when draining a pool though. Sometimes they malfunction, and/or get stuck open or closed with debris or pebbles, and in the case of a high water table may not be able to relieve the pressure quickly enough to save the pool from shifting.
