I'm not completely sure about this, but I think there's an instance of her second theme earlier in Volume 3; in Beginning Of The End, the second time Cinder goes to Adam, and Emerald and Mercury present the briefcases with Dust and Lien Please let me know if I'm wrong, though
It's been brought up before, and while there are definite similarities, I personally think they're coincidental. It's certainly possible that the music in that scene influenced what was written at the end of V3 (much like how Watts' theme is based on several cues heard in V4 and V5), but again I personally don't think that was the case.
Such a terrible character (not without potential, though. RWBY's not exactly known for it's good writing.), but amazing music regardless, and a wonderful design.
