The New Zealand Government requires foreign students to be able fund their studies. To pay the University fees and have funds to live on. So you are required to have approximately $20,000 NZ to fund living expenses for the year plus the course fees. The Immigration Department checks also how you are funding your studies, loans taken out in your home country etc...

Only Manaaki is full funded, if you apply from an African country they refer your application to an agent, who will expect you to have an amount required by the visa officers, please find out well.
