Great information. The bulk of Chinese immigration started in the late 1980s, people from Hong Kong left to go to other countries because Hong Kong was to return to China and they spoke English. Later Chinese from the Republic came. Many Chinese came as students and later sponsored their parents. Many of the Chinese who are not fluent in English are on work visas in construction working for Chinese owners. The Indians came from Fiji late 1980s and then later from India many in IT or medical and as students from the 1990s. Again many sponsored their parents. Prior to this immigrants came from Gt Britain.

😄 ask me ooo!!. I know the question is rhetorical but for the sake of others - Some people arrived here before English test became a requirement. Some used other routes that may not require IELTS. Then there are others who opt to take English classes when they arrive… reasons plenty.
