The virtue of praying the rakʿatayn before the farḍ fajr ṣalāh is great, if you want to learn more about the sunnah ṣalāh for fajr, read this: abdurrahman.org/2014/04/05/the-sunnah-for-the-fajr-prayer/. However, if someone prays it believing that it’s obligatory, then their intention and heart is opposing the Prophet صلى الله عليه وسلم.

He is only saying that saying it's wajib/fard is wrong. It is a recommended sunnah that the prophet sallahu used to do.
