To answer question 3, this is actually a New Zealand production, not Australian. I love all of the behind the scenes of Lord of the Rings, and most of the crew where Kiwis (New Zealanders), so I learned how to pick out a New Zealander pretty quick :) hope this helped
Answer to number 1. Yes it is legal, at least 6 regional companies have done this in New Zealand, most have done it twice. Auckland is currently on their 3rd time doing this show.... So NO it is not illegal for regional companies to do Phantom of the Opera

Also it isn't a tour :) although the set, costumes and props your to different companies around New Zealand the casts are different at each stop.
Flawless Modeling the only time a regional theatre can't do it is if there is a touring production or a permanent production in the area
