  • Mass protests in Georgia have entered their third week, as thousands of people take to the streets to denounce a bill that could threaten media freedom and derail the country's hopes of joining the European Union.
    Protesters oppose what many are calling a 'Russian law' - as Moscow uses similar legislation to curb independent news organisations and groups critical of the Kremlin. The new law would require NGOs and media groups that receive more than 20% of their funding from abroad to register as "pursuing the interests of a foreign power." The EU and the US have urged Georgia to drop the legislation.

      In addiiton there are 100's of NGO's (non-govt organization) who are indirectly funded by the US govt. Much of it funded by the NED National Endowment for Democracy, the name for the non-military arm of the CIA. The US accuse Russia and China of meddling in US elections but the US has a huge operation of foreign influence. US neocon influence in the german Green party is an example of one such very successful operation. Is Russian influence or Chinese influence or US influence good or bad? That depends on whose side you are on.

      Wrong ! First of all you can not call two laws the same just because both regulate same issues. there are differences between FARA and Russian law or Georgian analogue. Educated yourself before commenting. second of all, Russian no Russian is secondary, what is more important is details, when and why? 12 years we have this government and they came up with this law now. why? is it coincidence that our regions that are occupied by Russia are working on the same law right now? in European countries laws regulating foreign investments have certain countries, enemies mentioned in law and the bill is against them, focus is on the enemy where you expect threats and not allays. current Georgian government is openly undermining west and brainwashing our people against west quite actively which shows that this kind of law in their hands can be used to cut ties with west and return on Russian orbit like Belarus or Chechnya. for self respecting educated Georgian death is better than this to happen. current leader of ruling party is Ivanishvili who earned billions in russia in 90-s and you do not need to be a genius to conclude things from that point. oligarchs need to return favor to mother russia. if that agent bill is a must have law we will work on it with pro western government but not this one. so it is not law itself an issue but the timing and who is pushing this law.

      @@urbansenicar81 the thing is this law calls "foreign agent" not only NGO's but media as well and any kind of legal entity that is not established by an administrative body and whos more than 20% income comes from foreign grants. it is not about transparency,besides that, everything NGO's do is transparent, this is the law which has russia and i think we all know how it all ended. also this is not american law FARA which is about lobbing, actually lobbing is also ilegal in georgia.

    All nation states should make public the financing of NGOs operating within their borders. EG; UN Secretary General Kofi Annan described NGOs as the consciousness of humanity, while South Africa's President Nelson Mandela denounced NGOs for carrying out foreign interests against the national government. State populations need to know what organisations are funding their NGOs, clearly they can either be instruments for good or they can be instruments of power aimed at pursuing regime change.

      The Foreign Agents Registration Act is made to register anyone who lobbies for certain policies in government by foreign investors. The recipient is not considered a foreign agent, but the person funding the lobbyist is to be considered a foreign agent.
      Media that receive funding from foreign entities are not considered foreign agents in America and does not need registration. Not even the people funding said media need registration.

    What's good for the goose is good for the gander. If certain EU countries have similar laws (Hungary) as well as EU's major ally (USA), then it is absolutely Georgia's right to have such a law. What the EU is doing by critisizing Georgia is extremely hypocritical. Start with your own first, then go to others.

      A good start would be looking at the OSCE's report into this. It is on their website, dated 09/08/23 titled "Ombudsman Shares Negative Evaluation by ODIHR on ‘Foreign Agents’ Laws"

    The problem with supporting independent ngo’s is that, they will only support NGO’s that oppose Georgia Dream Party, and this will further antagonize them and push them further away.

      The problem with that is EU does indeed finance NGO's that oppose Georgian Dream Party, but there is also NGO's financed by Russia that support them so it's split sort of 50/50. because of this reason, no one can count that the Georgian Dream party will use this law equally against their opposition and supporters. If EU stopped financing NGO's then it means Russia will take their place, so much for a bill that is supposed to counteract foreign influence.

      @@kwektans I would agree, but the current government will most likely only use this law to expel EU funded NGO's because they are opposing them, while Russian NGO's are supporting them because they are Pro-Russia. Russia, the very country that invaded us 3 times the past 30 years and currently is occupying 20% of our territory. the government didn't even say anything negative about Russia when the war in Ukraine started. They also favor Russian Companies to give grants to for roads, hotels and many other things. they also restarted flights going directly from Georgia to Moscow this year, this has never happened since the 2008 war.
      a law which would expose NGOs being funded by foreign governments would benefit the country only if it was equally applied to all companies, in the current state they would expel all EU NGO'S while Russian NGO's remain unaffected, making Russia the prominent influence power with no one to counteract them.
      Also, foreign income is already declared with the Georgian Revenue Service, the bill requires being publicly labeled as a foreign agent which will just serve the purpose of discrediting the companies the government isn't fond of.
      edit: There are literally no signs of Georgians wanting to go to war. they conducted a poll recently that most people said they want to recover the occupied territories with diplomatic negotiations. the only reason the current government says that the opposition wants a proxy war is because they want to place sanctions on Russia, just like many other countries.

    Notice that US is always used as a reference by people pushing this law in Georgia, never Russia. Yet, the US version and Georgian laws when read are very different. Georgia version is very similar to Russian version, but Russia won't openly endorse it....interesting(?)

      @davidberi2520 first of all, elections are the only way to know what most people want, not foreign-funded NGO organized protests.
      Second, even if people do vote for something, if media I corrupted (by foreign influence, for example), then popular opinion can still be wrong since people are being manipulated. How many people in Germany are informed about who blew up their pipeline? Did most Ukrainians want to be in NATO prior to 2014? They did not, but NATO still declared it as their goal way back in 2008 that they WILL become part of NATO. And now everyone pretends that Ukraine always wanted this. And they also pretend that both Poroshenko and Zelenski did not run on a peace with Russia platform. But obviously, as we know from recorded Nuland calls, it was never up to Ukrainians to decide on these things since they were under US control after 2014 coup. Every election after that was as meaningless as elections in EU and US are meaningless. Trump, for example, an elected president, was accused of going against US fireugn policy, as if it wasn't an elected president who is supposed to be the main person deciding on what that policy should be. We are here talking about unelected people, who are well funded, making decisions in most EU countries, as well as US and Canada. It is in Georgia's best interest to make any foreign funding as transparent as possible. Otherwise, they can end up in dire straits if decisions are made bypassing elections and not having open discussion on what their interests really are.

      in georgia if there is no foreign (western)interference there is weak opposition parties , there will be no another opinion , not only because there are "bad guys" in goverment, other reason is the whole system is built on vertical skeleton ,meaning - one boss (stalin) and his servants who does everything that boss says . its same type of system that russia has and most post-soviet countries, there is 0 decentralization , 0 faith in justice system , slow economic growth( if u can call this growth ) no education .we georgians (most of us ) belive that EU is not "kind" people with good and loving hearts, everyone has their interest , but there is always a bigger picture - you can look at georgia's history and its relations with russia and then with europe's. u dont open your house door where your family lives to someone who ki**ed your daughter ,son , father, mother. and thats what georgia is trying to do. to balance out - goverment is slowly decaying again to authoritarianism and we see clear signs that it moves to russia slowly so we use western force with nationalism . thats all we have for a country that has 3 mln people and 69 700 sq kilometer (minus occupied 20% ) .

      Most of people who came out to support the law, were forced because they are workers of government of different level. They are forcing their families, friends. It's like they have third of population as a hostage. Many "supporters" are ex convicts or their family members, or people who they have some data on, and they could use anytime. You can feel the terror and fear in the Georgian society. It's always like that, everybody knows everything, but many prefers to stay silent or support current rulers. We are at a brink of bigger polarisation. All is done by Russian influence, they support our division on all level.

      As Georgian I can tell you that in my couuntry there is no separation of powers, court is nod independent. Goverment can easly use this bill as tool for repressions. In USA you should prove thar organization is fully controled by other country, wich is not easy especially with independent court. In Georgia there is only need to prove that organization or person gains more than 20% of finances from other country. In USA this bill mostly used against business lobbyist, not agains free media or oposition. Georgia is currently ruled by an oligarch who is simply trying to maintain his power and control over the country.

      UKRAINE was about to sign a TRADE DEAL with the EU, but there was a back door in that Agreement.
      -Any dispute, or hindrance of the Agreement, would be resolved following Rules and Regulations of NATO...😮
      -As you can see, tell me how a TRADE DEAL can enjoy or benefit from NATO protection?
      -this is how you pull a Country into NATO Orbit, quietly, and If I Can see it, the RUSSIANS can see it too, they could even ask a Law Consultant, for more deep info clarity as well.

      Georgia is located in the Caucasus, and half of the Caucasus belongs to Europe and half to Asia. The North Caucasus is on the European continent. 7% of Georgia's territory is in the North Caucasus.

      @@ProBroOfficial If you received more than 20% of financing from foreign governments your organization has to register as receiving funds and that includes NGOs funded by the European Union and my American government's USAID and the National Endowment of Democracy. Here in the US, all organizations that are under the auspicious of the FARA Act are registered as such including individuals. Remember Gen. Michael Flynn? He got in trouble for not registering as working for the interests of the Turkish government during the Trump/Russian Collision era. Tell me what's different about it. I'm willing to understand.

    Europe and Brussels must never allow Georgian democracy to pass a US style law which prevents foreign interference and wants transparency in foreign funds entering Georgia. The democratic will of the people embodied in the bill, should be suppressed. And if possible through European assistance the democratically elected government of Georgia should be brought down undemocratically.. just as it was in 2014 in Ukraine.

      I am not against transparency. I am not against an organisation saying that they have some of their funding from abroad. What changes is when these "transparency" objectives prevent an organisation from functioning. An organisation that may not be conforming to a narrative the government want. See Russia, and to a lesser extent Hungary, for examples of that.
      In the West we value such organisations because they make our governments better.
      Oh yes, the Nuland tape. Somebody who was working for the US government discussing the qualities of opposition politicians in Ukraine. In other words, doing her job. Try harder, that one's old and cold.

In the US you do not have to register as a foreign agent if you receive money from abroad, it depends on your actions. Does the Georgia law have this provision?

      Indeed, this country would seek short term gain at the expense of its natural assets it won't get back if it joined the EU. Normally, though, in a democracy this is more popular.
      Really these guys should be neutral and partly cosying up to China also for some infrastructure across the EU/Russia/China, such as rail/storage/finance/etc. This way they could become successful. Especially with Switzerland no longer neutral and the shift away from the US dollar, there is a big opportunity for a small country strategically located.
      Cracking down on foreign interference of any kind could be successfully implemented in such a way that the EU could park money or get a benefit. If so, like with importing from the Middle Eastern countries, they would immediately drop all accusations of human rights violations and trying to help the USA create problems for Russian.
