Well, Travis became the #1 Assassin after Jeane killed Dark Star. They just fought because Travis was pissed and Jeane was ready to fight. The UAA stats that if an assassin dies before a ranked match, the challenger gets bumped up in rank. Even if they didn't kill their opponent.
It's a shame you never get a chance to face this guy in battle yourself. I can tell it would have been a badass fight. I mean come on! He's voiced by freakin' Steve Blum for Christ's sake!
I liked this battle, I like the battle with Henry more. But i certainly can't deny that I think this battle has the most story importance (That is arguable though, considering the fight with Henry). While it is a difficult battle, with Jeane being so agile and dodging most attacks you swing at her, you never really feel as if she has an unfair balance against Travis. Plus the plot wist before this fight is only a catalyst to making you want to win more. The music is tense, such is the mood, and i feel as if this fight is underrated.

Found the fight with Jeane to be beyond unsettling given her background and her role in Travis’s story. The music also just makes you more uncomfortable than you may have been before. Credit to Masafumi Takada for composing NMH’s score. Man needs to do so much more work. Absolutely underrated in music composition!

If i were to put the ranking logic Before Jean appeared Dark star was Rank 1. But since if the ranked assassin dies for whatever reason, it is Travis's win and he is Rank 1. Therefore Jean was his first challenger
If you don't know here's the summary of Japer Batt's backstory: He is the remaining heir of Pizza Batt. He decides to take revenge on Travis after he is revealed to have killed Jasper's brothers and father in the first game. Jasper then plots his revenge by killing Bishop, Travis' best friend. Though... he is one terrible boss.
