There are actually very few agencies on "low band" (30-50 MHz) these days. You were most likely hearing some east coast departments. The vast majority of US police and fire departments are moving to 700-800 MHz P25 trunked systems. There are however, still a lot of departments on 150 MHz and 460-512 MHz. I am in California and there are a few departments still on low band, notably, the California Highway Patrol and they stay there because California is a VERY hilly/mountainess state and low band works best there.

Low band HF radio frequencies can travel very far. The fire company i am with used 33.90mhz until a few years ago. On some days we would get interference of people speaking foreign languages. The FCC said it was from off shore boats in Mexico. Couldn't understand a thing they said but we heard them and it was annoying. Our county has since switched to a digital radio system and it doesnt happen anymore. Its amazing how far HF radio can travel.
For whatever reason I don't usually get good low band VHF reception where I'm at, but last year I picked up an ambulance dispatch on VHF high from about 600 some miles away.
Reminds me of stories from my father in the Australian Army listening to other Australian Soldiers in Vietnam in the heat of battle from back in Australia whilst he was on exercise in the Northern Territory. circa 1970. He was in Vietnam himself 1968-69.

What I find strange is that you appear to be receiving using FM but the audio sounds digitally processed such as when using APCO25. Digital modes always have that slightly tinny processed audio sound. I remember the late Peter Rouse GU1DKD in one of his "Scanners" books mentioning that this was possible.

They are repeaters I am receiving. They could be processed in someway.
