Almost did everything you did but I maxed out the interceptors and genetic reshuffling and couldn't get enough dna points to evolve total organ failure so the death rate was super slow and the cure was at 91% . Then I got impatient bc there were only 500,000 ppl left i devolved everything just to get total organ failure hoping it would kill everyone before they finished the cure. As soon as I went back to the map they had completed the cure and administered it before everyone died. 😞 If I had only waited.
Same I also used Insanity to make countries fall into anarchy so that the cure research slows down. Plus it's connected to dysentery which makes it all easier

You should get some drug resistance and other things that slow down cure at the beggining
