It's "La Sagrada Familia" (The Sacred Family) designed by Antoni Gaudí and located in Barcelona. The construction started on 1882 (138 years ago) and today isn't finished yet. And the song was made specifically for a catalan TV show named "La Marató". It's a program that is live for 12 hours once per year (in December) to collect money to investigate for different diseases.
She is singing in Catalan is one of the languages that are official in Spain. And there are bagpipes because north of Spain was celtic too, its not only a british-irish thing :P
