Really well balanced in the beginning. Would split the TOSs to be back line of each of the different insurgent groups and not clump them together. Also check the plane and helicopters ranged dodge and armour and reduce it a lot. I don't think hitting them in melee should do a lot of damage, but shooting them with an AK should.
