There are a number of reasons that they don't encourage downloading the site and hosting it elsewhere. Many have built-in code that won't migrate easily, and it also would necessitate making manual changes to the code to update your site. Most of the hosting options are pretty affordable, particularly when you consider that they come with SSL, automatic backups, security, automatic updates, etc.

That would kind of defeat the purpose of having a full website platform. While it may be possible on some platforms to export the HTML and CSS, you wouldn't have the ability to update the site. You would also eliminate many of the plugin functionality, form processing, ecommerce, dynamics pages, etc.
We actually use Duda for landing pages all the time. You could also look at landing page tools like Unbounce, Instapage, etc. These have the benefit of letting you set up A/B testing, so you know what works with your design and copy.
