This only shows problem of the game, why would even all those players stay there to play in such low league? Especially those 23-30 years old? Kids it's obvious they can stay and play in first squad, the experienced ones as well "because of love for club and money", but all others? This wouldn't happen in real life. Maybe the right idea would be to take sugar daddy out, make City have big deficit of money so they need to sell those players to "stay alive" as club.
