I guess Guyver could also join SRW due to being somewhat similar in concept.
This also ties to Mazinger Zero's powers to summon fictional characters that are NOT MECHA EXCLUSIVE.

TL;DR - Because Devilman is a Go Nagai work, and Banpresto seems to be required to include a Mazinger work in its SRW games. In fact, the only SRW game where Koji Kabuto or Mazinger Z isn't in the cast is UX, but his spot was still taken by a Mazin...Mazinkaiser SKL.
What many people don't know is that Devilman would have gotten in as early as MX, but the writers couldn't make the plot work together with the other games.
The MX part is not accurate. There is no public information that supports that claim. Sirene was an easter egg in MX and that's about it. Plot was never the issue, its more so that devs were afraid of putting in Devilman as stated in Terada's interview as he's technically not a Robot or from a Mecha series. Its only when V and X-O came out that they decided to give it a try.

Well, the Devilman’s manga has a lot of sci-fi elements (demons as parasites, all the lore envolving them as the original lifeforms of Earth etc) but still…🫤🫤🫤
You don't even need to be scifi to get in SRW
And now imagine, what will if we will see some none mecha anime like Brand New Animal? Or Kill la Kill? I though about it, because it's same anime that made by Trigger Studio, made SSSS.Gridman, Franxx, Little Which Academia and more.
After Grand Charion (LWA) appeared in Omega X, I'm honestly surprised KLK's DTRs didn't afterwords, though I guess those were only side characters.
Now if we can get Sonic, Kirby, and Star Fox in super robot wars and mainly digimon, it’s my dream to see Sonic and Digimon interact with Mecha characters, we already had digimon crossover with medabots in mobile games and VB, I still wish for digimon to interact with gundam build fighters.
I wanna see the final batsuit and thought robot superman included from DC and then Godbuster iron man and that solo sentinel comic from marvel.
In my opinion it would be fun to include Mass Effect in future SRW games. It could create very interesting plot points, like Gundam UC characters being amazed at how the Systems Alliance managed to maintain the peace and intwgrate into the galactic community, and seeing the Reapers being trashed by Mazinkaiser and Shin Getter.
It will never happen because Mass Effect is a western IP.

Hold on is mazinger Z Vs Devilman debut in a remake version called 2nd Super Robot Wars G on the Gameboy in 1995? Is it just units only?
Yeah, it was just a kikaiju or two from the movie; no actual Devilman elements.
