A couple of nights ago I went over to the KFS SE Kiwi SDR and dialed up 4069.43 and sure enough, exact same signal characteristics I was seeing locally on 8138.85 at the same time. So this is indeed the second harmonic of that beacon. DSL noise tends to raise my noise floor locally which hinders my signal to noise ratio locally and makes it tough to copy the low power 4 MHz beacons.
