It's just that Green Phoenix has morals so she doesn't use her powers to the fullest extent. Hell, even Jean Grey without Phoenix Force doesn't fully utilize her powers because she is afraid to kill (her biggest weakness if looking objectively). Dark Phoenix, on the other hand, has absolutely no morals; she only thirsts for destruction, nothing more, nothing less.
