He's either too inebriated to see the flaws in his mech's design, or he simply does not have access to anything better. Or a mix of both. I'm gonna assume it's the latter.

where and when you find him, I like to think from soft put him their to ego check cocky players. if he's set up to almost always be the first AC fight after baltaus and with how the player is told multipule times that he's the weakest, most people will write him off from the start and thats the trick. If the player isn't taking him seriously Rummy can stagger you and take a chunk out of your AP, he meant to remind the player that you need to stay focus and not act like your hot shit.

they have some solid arms on most of their builds, but yes their best melee stat arms are the starter arms.
