After Togashi focused on Borksen crumbling the card I felt that's kinda strange since she's only ever showed a reaction to something like the kiss suggestion then her making it out alive. Plus the cutesy facial expressions were peak this chapter, and didn't expect one of the soldiers like Borksen to be so captivating but Togashi is goated like that with his characters.
Borksen 100% marked the return card, she made sure she was the one turning the cards over by doing so before getting a permission from Morena in order to avoid Morena turning the cards over herself.
When Borksen checked the cards she crumpled one of them slightly so she knew what one was the card she wanted. I'm fairly sure she intended to join the Heil-Ly, not sure why though. Seeing as she is one of Tseri's friends, and he is the benefactor (or was) of the Heil-Ly; should could be trying to infiltrate them for some reason related to him.
Oh, I really have a feeling that Morena’s Contagion condition to level up to LVL. 50 if the subject was able to kill a Kakin prince, Borksen being Tserri’s childhood friend and a woman will really play something in the future. I kinda hope Togashi will not just dispose Theta just like what he did with Rammot, because I grew to empathize with her.
For me, it was a good idea to re-read chapters 407-409 because it really helped me to follow along with the negotiation game. Maybe Borksen was able to use nen to swap the face up sides of the card so it would ensure her survival.

I think the loophole is that the game is unfair from the start. She didn't cheat; she only played the game as it is. It's like a casino; they've built the game to always come out on top. I think the longer the game goes on or the more questions asked, the more the person becomes influenced to join.

The significance of her answering the way she did is to show that she's her own subject, just like Morena did even they decided on how questions would be answered. I think the implication is, you're half right, that she intends on being her own person instead of a family member. Also, I think Morena knows Borksen cheated, and the whole point of allowing that is to prove that the child does in fact have some agency. I always thought the idea that you don't really get to choose your last card negate this idea that she would get to choose of her own free will, but if you're allowed to cheat, and Morena knows that, then yeah you really do have free will. Or... it means it's an illusion. An illusion of free will. She wanted Borksen to say yes after all, right?
