I think they outright don’t like the character and think he’s funnier as a joke character that never gets fame.
I think a larger reason is that Wario hasn't had many appearances in the main Super Mario series. I can only recall two appearances: Super Mario Land 2: 6 Golden Coins (Wario's debut game) and Super Mario 64 DS. If Wario already doesn't have many appearances in the main series, it's not hard to explain why Waluigi has none knowing that.
Another fact is that while every version of R.O.B is called "R.O.B" in the japanese version (the one with the famicom colors) "R.O.B" is called "HVC-012"

Making the papercrafts in paper jam, teaches mario how to use his new boots and hammers in ttyd and even gets sad when she realizes that there are no more tutorials in the game, directs mario to the next music key (but is rightfully mad at him and toad at first because they kind of turned her hotel into a corkscrew. If not for these things, she would not have been invited to the Flower Kingdom. And also look at her. Shes so cute damnit

This even includes courses and characters that had not yet appeared in Tour as of when they were revealed or released for 8DX. Why was R.O.B. not included in Mario Kart Tour? The developers generally avoided adding content not from Super Mario or related series. Why did the developers avoid non-Mario-related content? I don't know.
