If desecration of the dead is a warcrime, then any bloontonium based weapon is also a warcrime because the material is canonically harvested from slain enemies.

still think that obyn's wall of trees doing the same thing as bloon trap but with a fancy twist should be considered a war crime, and the fact it gets more powerful means that the mf is attempting to convert balloons into bananas by sending them into a forest

The tack shooter having a monkey isn’t canon. In Bloons TD Battles, there is a tack shooter skin called tack tower that removes the pink lid off of the tack shooter and shows that is has gears in it.
I believe it's the Monkey Village that says it buffs the "monkeys" in its radius and buffs all towers. From this, we can infer that all towers contain monkeys.

"Prolonged suffering" Sauda's bloon bleed counts. She slices open bloons and that deflates them over time, which, considering most other piercing/slicing attacks _don't_ do this, it brings to mind weapons that are designed to create untreatable wounds, like that hideous corkscrew knife I heard about.
Regrow bloons regrow after and even during the effect. They are very treatable.

Pretty sure Hydra Missles for the Dartling Gunner are illegal because its stated they explode multiple times making it a cluster bomb.
I think it’s more like having multiple layers that explode on top of the normal missile

Wizards and alchemists have always been war criminals, in almost every game that feature them. Fireballs, mind controls, necromancy, non-consensual experimentation, etc.
The only ones that ever get a pass are abjurers, and I don't think anyone ever plays one because they are boring turtles who just don't let anyone have any fun.

2 I think you missed:
5-0-0 Sniper Monkey: Fires rounds meant to literally, in the game's own words, maim and cripple bloons. Pretty sure that is illegal
5-0-0 Boomerang Monkey: The description states that the glaive tear apart MOABs from the inside. That could count as unnecessary suffering, similar to hollow point bullets

2:40 a point for the illegal side, it seems that its usage by the dartling requires it to equip a form of respirator, and later on full on suit, which implies heavily that its toxic enough to require the user to have a form of protection to use it, which i think qualifies for toxic warfare, at minimum against your own troops

To add onto all this, I'm thoroughly convinced the Monkey Buccaneer is a hardened war criminal no matter what path he takes:
-Top Path: The aircraft carrier employs 3 planes which not only rapidly shoot out darts at their target towards them, but also spray out ammunition in all directions; this is an indiscriminate attack and therefore illegal under article 51 of the first Geneva Protocol
-Middle Path: Not only is hot shot prohibited as shown by the video, but also grape shot is questionable because the use of bullets that can 'flatten easily' is prohibited. The description of the upgrade says the grapes are 'sharpened' but exactly how sharpened is up for debate. Not to mention Monkey Pirates which have an attack that harpoons moabs and pulls them towards itself, not only sinking it but also instantly killing any bloon inside, without giving them chance to surrender
-Last Path: The Hague Convention of 1907 (which is still binding) states that merchant ships being converted into war ships have to show their nationality and announce their conversion. The merchantman does neither so of course he is also guilty of a war crime.
That all being said, the un-upgraded buccaneer does not break any laws. It either dies a hero or lives long enough to see itself become the villain.

the pvp research towers in monkey city are unnecessarily brutal, they melt bloons in stoves for ceramics, they force pink and yellow balloons to race just to get popped at the end, the moab cripple research tower literally shoots a moab constantly as it's kept in a containment
Both Bouncing bullet sniper and cannon ship buccaneer are still war criminals since the previous upgrade still apply (sniper with shrapnel and boat with incendiary grapes) just as an update to the ending slideshow lol

I mean privateers are just pirates hired on as mercenaries, or pirates with a country actually sponsoring them. Then again, those are such old military tactics, only stuff involving the use of mercenaries would have any mention on how legal or not it is.
But my guess it it's ok to be a mercenary, but it's illegal to act like a pirate and attack civilian merchant vessels for booty. But since the pirates are just dressing like pirates, and engaging in pseudo-whaling via harpooning MOABs... Ehh, idk.
Well,what if it is the opposite. All we know about the avatar of wrath is that it has like a team of cult ,but literally that's it and we need to take into account the fact that it helps us take out the bloons without a huge payoff. Basically if you were sanctioned by a state to do it its not piracy, its militant naval ransacking/salvaging. While potentially worth war crimes if performed while not at war, Privateers almost always were hired during and only given jobs hitting against, active wars and opposing participants within them, and were often either relieved of duty and ordered to return to land, or ordered to enter standard navy operations at war's end. There are noted examples of Privateers defecting to Piracy by disobeying similar demilitarizing orders and continuing the plundering for their own gain; such a distinction in title, stated occupation, and treatment deserved implied by these tales means that, connotatively, Privateering is not criminal, flat out, despite the fact the only difference is its state sanctioned as a war menouver. These tales are a core reason why i assert what i assert. The "war crimes" I refered to are at most performing acts of war on civilians without even having declared war on the country the ship served. However, standalone Piracy itself often cannot lead to war criminality due to the sheer Lack of the power to commit war on the side of the pirate against an actual State, the way to be a war criminal due to your piracy is quite literally you need to Fuck up either when or who you hit in the right spectrel direction of the respective areas. Pirates were very much their own class of people who were basically just naval criminals who got to get away with it for long stretches due to how OP having good naval power was if all you needed was accessable via naval operation.
In the btd lore you are simply a commander at the front line hiring official militarily sanctioned employees to defend (???), its just easier and more recogniseable to say Pirates despite them being Privateers more or less.
God damn i've read too many pirate books and wikis if i can spew this much off the cuff despite never having actually sat down and watched a pirate movie. I've a strong sense of the Princess Bride movie sure, but i only caught clips over and over/hyper-focused analysis videos while i did other shit. Somehow pirates have been one of my actual things despite me not realizing it and now im getting concerned. Imma go to bed, its late and my tangents are growing more absurd by the minute.

For the nukes, I would say GZ doesn’t pose too much as a threat, but tsar bomba is a major threat
Sauda level 9 is a bloon bleed, not sure if this is a war crime or not
Cripple Moab makes it so moabs stunned take extra damage from attacks
Does laser shock (2xx dartling gunner) count as plasma based?
Bloon sabotage slows bloons, but grand saboteur also makes Moab-class bloons spawn with less health, not sure if grand saboteur is a criminal for this
Flash bombs in real life creates a flash of light, possibly blinding, not sure on the blinding part though. Debatable if this makes flash bomb a crime or not since the upgrade is just an explosive.
Legend of the night deletes bloons if they make it to the end of the track. How does this work exactly?
For farms, I guess it leads to inflation (including free money ability from x5x)

Lasers can't pop Lead Bloons, but plasma can.
Bleeding is normal in war so making Bloons “bleed” is probably not a war crime. And if you ask me about ice shards, you have a point about the shards flying all over the place but ice melts, leaving no traces so probably no in my opinion.

Glaive Lord for the Boomerang Monkey could also be considered a war criminal. The upgrade gives a damage-over-time effect to all MOAB-class Bloons, which is described as "slowly tearing them apart from the inside". If that's not prolonged suffering, I don't know what is.

Acid Mixture Dip is canonically green salsa. I don't know if it would be a war crime to use sauce on hostile alien lifeforms if it melted them, but that definitely makes it more complicated.

every upgrade of the middle path sub after heat tipped darts still has the attack, so they should all be yellow, the bottom path also still has airburst
Bloontonium reactor and Energizer has its fuel based off bloontonium not attacking with it because it would most likely just make them stronger since they are made out of it
This is a very much needed update.
The only two I can think of is pirate lord due to piracy still being illegal and razor rotors due to it implying that the heli has to get in close enough to basically preform a hit and run and dice the bloons into confetti
