LMB players have reported in the past that upwards of 50% of the league uses them and they go unpunished, even when failing tests. The teams just cover it up. LMB has 20 teams but about 1/3 of the league isn't really competitive with the rest of the league. Conversely, with 20 foreigners allowed on each roster, 2024 was probably the most competitive that the league has ever been, comparing it to other independent professional baseball leagues. Whether or not that is a good thing depends on what the individual fan wants to see. A lot of teams wasted payroll money and were not profitable businesses in 2024. It will be interesting to see how the changes take shape over the coming years. Que viva el beisbol.
With 50+ ex MLB/AAA players in spring training, you'd think they would have been much more competitive. TJ fired their long time GM already, so perhaps 2025 will bring TJ a new, better team.

Qualifier teams haven’t been announced yet but it’s expected that Curaçao will be competing independently
